Executive Office for the "Committee for Goods & materials" and NCEMA sign a memorandum of understanding

The Executive Office of the Commission for Goods and Materials Subject to Import and Export Control signed a memorandum of understanding (MoU) with the National Emergency Crisis and Disaster Management Authority (NCEMA) to bolster coordination between the two sides. The MoU was signed by HE Talal Mohammed Al-Tenaiji, Director of the Executive Office and HE Saif Mohammed Arhama Al Shamsi, NCEMA’s Deputy Director General. The signing event was attended by heads of departments and senior officials from both organisations.

 

The MoU is aimed at strengthening cooperation between both sides by exchanging views and data, carrying out joint assessments of draft agreements with other countries and cooperating with regard to international accords, meetings and visits of mutual interests. Stipulations of the MoU included consultation before holding meetings of joint committees with other countries in coordination with the Ministry of Foreign Affairs and International Cooperation, and coordinating the assessments of reporting requirements by international organisations, especially those required by the Security Council teams of experts.

 

Under the MoU, both sides should cooperate in respect to training, and coordinate their work to prepare regulations for goods and materials subject to import and export control. Both parties should also consult with each other prior to taking part in workshops, seminars or courses organised by them.

 

Commenting on the occasion, HE Talal Al Tenaiji underscored the care that the committee for Goods and Materials Subject to Import and Export Control and its members give to boosting cooperation with its strategic partners, the aim being to ensure the highest level of coordination to protect the national achievements. He hailed the active role that the NCEMA plays in organising and coordinating efforts related to emergency and crisis management. This is done through unified national plans that placed it as a model to be followed, he added.

 

“The cooperation between both sides will guarantee their integration and boost the preparation of skilled national cadres and the establishment of an infrastructure for data sharing,” Al Tenaiji highlighted.

 

Concluding his statements, Al Tejaiji expressed his aspirations in forming a coherent government team that strives to make best use of available capabilities and resources and work tirelessly in accordance with the best practices in this regard to achieve the vision of the UAE’s wise leadership. 

 

For his part, HE Saif Al Shamsi, said, “Over the past years, the UAE, under the directives of its leadership, was able to establish an integrated national system for emergency, crisis and disaster management in cooperation with the right partners. It has also succeeded in developing exceptional capabilities related to response to the international disasters and crises.”

 

“This partnership with the Executive Office for the Committee for Goods and Materials Subject to Control will contribute to further enhancing capabilities and skills of the cadres needed for emergency, crisis and disaster management. Ultimately, this will constitute a helpful social contribution that serves the various government sectors and help in responding to emergency and crises,” Al Shamsi added, explaining that both sides will work towards achieving their mutual goals and implementing the projects under this MoU.

 

HE Al Shamsi underlined that a joint team will be formed from both sides to lay out a mechanism for executing the stipulations of the MoU in a manner to achieve its aims, noting that the NCEMA continues to sign agreements and MoU’s with partners in all fields to ensure preparedness for any emergency conditions. Preparedness is a key element in NCEMA’s strategic planning to respond and manage emergencies, crises and disasters, he said.

 

“As the main national entity responsible for organising and coordinating efforts and operations related to emergency and crisis management, as well as developing unified national response plans, NCEMA strives to develop, unify and sustain laws, policies and regulations in this regard. It also defines the requirements of preparedness by signing MoU’s with its strategic partners in the various sectors in order to provide the necessary services when needed,” Al Shamsi concluded.
